As we move from master to develop, more extensive use of externally installed packages is being used. Latest example is making pybaselines an optional package. There is a mechanism for installing optional packages via conda/pip (such as zarr & xmltodict), but that is only for importers. This mechanism could be widened to handle other needs.

Should implement ability to specify package versions as noted in #140.
