Describe the bug
Scheduled E2E tests on dapp-econ-gove have been failing in the past several days

To Reproduce
Steps to reproduce the behavior:

Go to https://github.com/Agoric/dapp-econ-gov/actions/workflows/e2e_tests.yml?query=event%3Aschedule
Observe that we have E2E test failures 5 days in a row

Expected behavior
E2E tests should be passing
