Voting session UI does not update when first issue/story is added

Problem:

When a user joins a voting session that initially has no issues or stories to vote on, the list is not displayed. If the Product Owner (PO) adds an issue/story during the session, the new item does not appear in the list for other participants without a manual page reload.

Expected Behavior:

When the PO adds the first issue/story to an empty voting session, the list should be displayed and updated in real-time for all connected participants, without requiring a manual page refresh.

Steps to Reproduce:

• Create a new voting session without any issues/stories.
• Join the session as a regular user.
• Observe that the list is not displayed since there are no issues/stories.
• As the PO, add an issue/story to the session.
• Observe that the newly added issue/story is not shown for other participants unless they manually refresh the page.
