New security settings for password enforcement

This is just a heads up that there are new security settings, for password enforcement, documented in https://github.com/AstunTechnology/os-custom-geonetwork/wiki/Configuring-and-customising-the-portal, under security.

Note that while it is possible to change the regular expression for passwords in the admin console, the help string above must be changed in https://github.com/AstunTechnology/os-custom-geonetwork/blob/main/geonetwork/catalog/locales/en-custom.json
