feat: Flag "last but not the least"

Description

It turns out some people say "last but not the least" instead of the standard "last but not least".

Roughly half the time there's a comma between the first two words.

Examples

• Last, but not the least, is the Performance screen which contains performance-specific information.
• last, but not the least, in each Podfile of your projects, on the very beginning
• Last but not the least, there are a lot of helper functions that will try to automatically find a UUID for you
• Last but not the least, with VS2013 you can use Web Essentials 2013

Potential False Positives

I didn't see any in my search. But it seems they very often happen with idioms and set phrases that end with the same word the target phrase ends with or starts with the same word the target word starts with.
