According to the OpenShift 4.13 release notes, it is possible to deploy a three-node cluster on Azure.

Does ARO also supports this?

When I try to create a new ARO cluster, i'm not able to deploy it without the 3 worker nodes.

While self-managed OCP on Azure does support a 3 node cluster, the Azure Red Hat OpenShift service only supports having the control plane nodes with at least 3 worker nodes. Though I understand that you are asking for a more resource efficient cluster. Instead we will be delivering Hosted Control Plane clusters as an option which will address your concerns.
