[Suggestion] Ear defender blacklist/whitelist toggle

Explain your idea

This is a small quality-of-life suggestion: The ear defenders have a blacklist in the client config; it would be amazing if that could be toggled into a whitelist, to only block specific sounds (as opposed to not blocking specific sounds).

I ask for this because while they can also be configured in the engineer's workbench, I would like to be able to muffle specific machines and nothing else (mainly for personal accessibility reasons). Right now the closest I can get is muting the entire "blocks" category, or using another mod to mute certain sounds.
