Motivation

Subsidy should be a rate.

Completion Criteria

Subsidy is added as a rate of $100

Description

  • add Subsidy to rate table
  • Set value to $100
  • update code so it pulls subsidy from here instead of hardcoded/manual input when calculating BU internal invoice
