Link tooltip to time series (at least when paused) and show date
Update time series data to account for erroneous/missing data more than just far over capacity

4/9 commit loads animation to end date, and date picker will also update the animation to jump to selected date. Date from datepicker also now updates tooltip data with storage volume of that day (or just before if no data).

Just a note regarding AWS -> Carto syning of snowpack data, if we really want it robust and automated then we will need to automate in some manner

  1. Pulling snow sensor data
  2. Running the snow estimation model
  3. Storing in SCUBA. We probably want to store the raw snow sensor data in addition to the model estimates in case the methodology evolves later on.
