Feature: Add an option for "bulk cancellation" of decisions

How it may work:

If I need to cancel decisions with a set of selected names in a report, I check those names in the report, and apply decision "cancel" from Pick Decision menu:

If CLB had "balk cancellation" option for decisions, it would make the editor's job much easier in some cases.
