Static Text in Python source or jinja2 templates

There are many instances where static text is saved in python source code or in jinja templates (mixed with page structure or other logic). This could be moved to stand-alone text files, which would allow the site to be rendered in multiple languages more easily in the future.

Static text should be moved to a sub-directory, possibly formatted in markdown files.
