Why

The aim of this issue is to make poppy deployable from github action

How

Github action with following parameters

• version
  • major
  • minor
  • patch
  • premajor
  • preminor
  • prepatch
  • prerelease
• preid
  • dev (do not create a github release & tag)
  • alpha
  • beta
  • rc
• package
  • all (core, docs?, vue)
  • core (and docs since his files is built by the core)
  • vue
  • ...

With a github release for a changelog from last version
