Create minimal user role setup for authorization

The first setup should be able to distinguish between two groups of users.

• Admins
• Project Members

The first role should have access to everything, while the second role should only have access to to projects that are associated with them. Admins should be able to assign projects to project members. They should also have the ability to create new project member accounts.

This issue should probably be split into a few smaller issues for implementation purposes.
