Add GPU support to training/running ML models.

Subtasks:

Figure out which system to use (CUDA, PyTorch, etc?)
Add support to training models
Add support to running models
Make GPU support optional via config/environment variables
- Turn GPU support on/off
- Switch which GPU used
- etc.
