Can't Register Addin

Hi i'm using VS 2022 with the ESRI ArcGISPro Extensions 3.0 latest build with your Add In. I'm able to compile without issues in debug mode however when i compile in release and it tries to register the addin i get "Unable to execute RegisterAddIn.exe. ArcGIS Pro is not installed." I looked at this article and followed the steps to install the ArcGISSignAddin.exe and dll but i'm still getting the same error. https://github.com/Esri/arcgis-pro-sdk/wiki/ProGuide-ArcGIS-Pro-Extensions-NuGet

I am not able to find any other solutions online. I do not have ArcGIS Pro installed on the VS 2022 box but the article states that you don't have to. Am i missing something?
