The VERSION_DEV files are not used anymore now that we switched to the apio remote config file https://github.com/FPGAwars/apio/tree/develop/remote-config

This should not affect apio prod since it's uses the VERSION files.

Removed VERSION_DEV which is not used anymore. This should not affect
