Proposal: Create proper specifications

@jdsika EVES repo is almost empty... what exactly is the issue here? What specifications are you missing?

Actually I couldn't find the time start.... The idea was to create small specs (markdown files) in the style of EIPS or BIPS to provide rationals for design decisions regarding different topics and to use the same process and templates to create these specs in a community.

• What is an asset
• How do we define meta data (if you look at this repo then the rational for why owl, why ontologies, why reuse etc is not described)
• What are policies and how do we use them
