Use case
I want to use Gemini Code Assist in place of GitHub Copilot on local development projects, and do not want to have to upload anything to a Google Cloud Project to get this functionality.

Feature
Allow Gemini Code Assist to work on local code repos.

@kschaab Thus far the extension has just kept demanding a Google Cloud Project to proceed.
