For Cloud SQL, "replica" should not be allowed under "allocated_ip_ranges" #58

Expected Behavior

"Replica" ip range cannot be configured under "allocated_ip_ranges" because it is not supported in the Cloud SQL API.

Actual Behavior

"Replica" ip range can be configured under "network_config": https://github.com/GoogleCloudPlatform/cloudnetworking-config-solutions/tree/main/execution/04-producer/CloudSQL
