Need to spit out a warning (and eventually a failure?) if data types don't declare maturities #39

Will capture the maturity levels in fhir.ini and ensure it propagates into the StructureDefinitions for the data types and is exposed in the summary table for each data type. Will find a way to grab this information as a '%' variable to also show up in the relevant data type page (though we'll have to manually edit all of the data type pages to have the reference to the variable.

Will update Kindling to spit out an error if the maturities are missing once Grahame has filled in initial values for the maturities.
