Search tags of saved comments do not work

Describe the bug
When you store a submission comment as a saved reusable assignment comment there is an option to add search tags. But there is no way to actually use these search tags to retrieve or reorder the saved comments.

Expected behavior
when one opens the saved comments dropdown, there should be an option to view only comments associated with a search tag. One way to make them more useful would be to automatically add a version search tag and apply it automatically when the version filter is active for submission detail navigation.
