this pr adds a genbank parser with python interfacing options.

Running 10 iterations for each parser...

Results:
DNA design average time: 0.337005 seconds
BioPython average time:  0.332007 seconds

DNA design is 0.99x faster than BioPython

Ayyy that's pretty good
