Adjust certificate generation for ControlPlane communication with DataPlane

Problem Statement

When backward compatibility stops being an issue eg.g for KO release, adjust certificate generation from *.<service-name>.<namespace>.svc to <service-name>.<namespace>.svc the respective change needs to be done in KIC too (it adds pod as first part of URL to fulfill this requirement), see Kong/kubernetes-ingress-controller#7033 (comment) for more context

Acceptance Criteria

• Certificate generated is for the name <service-name>.<namespace>.svc and the same is used for TLS connectivity by the client from KIC
