[release 2.8.0] Python 3.13 conda-forge packages #4805

This is the current attempt at fixing things: conda-forge/mdanalysis-feedstock#70 Unfortunately we face a situation where our mdakits dependencies themselves depend on MDAnalysis, so they prevent us from going to python 3.13. |

Unfortunately py3.13 conda-forge packages could not be deployed at this time.
To prevent halting the release we went with py3.10-3.12 on conda-forge and PyPi can do py3.10-3.13.
We should try to remediate this and offer a python 3.13 release on conda-forge.
