Tracker and Site Automation toggles

Is your enhancement related to a problem? Please describe.

Some clients may not want to enable the JS/AMP tracking and may use Sophi Paywalls only (and thus no Site Automation/Override functionality). As such, we should update our Settings page to have a toggle to disable/enable the Tracker and Site Automation sections (Overrides will still be hidden and part of the Site Automation section). We should default new installs to have Tracker enabled and Site Automation disabled. Any existing installs should default to both enabled. If someone has Tracker enabled but no value in the URL field, then we should throw an admin error that the field needs to have a proper URL but otherwise should not block the Collector from functioning.
