Whitesource cannot scan file system with buildTool: maven #5259

Hi Team,

I am currently executing a Maven build where we download a tgz file which we scan through whiteSource.

jenkins-library/pkg/whitesource/configHelper.go

Line 211 in f720698

{Name: "fileSystemScan", Value: false, Force: true},

In these lines the fileSystemScan is forced to false.

Can we at least allow setting the fileSystemScan to true and not force it?
