Refresh button does not update model list

This is reproducible in our jupyterlab image which has installed ompenm++ oms debian version 1.15.4 in an unbuntu based container. I attempted to add/remove models from the local filesystem (as well as an attached blob-csi mounted filesystem), when pressing on the refresh button the list of models does not change to reflect this.

Also tested the remote desktop image with ompenm++ oms ubuntu 1.9.9 and it also does not refresh.

Adding these comments in from my own experience:

Addition of new models

• seems to need the model files added under a subdir to models and that's it (probably whatever $OMP_MODEL_DIR is set to)
• kill oms related processes via ps aux then kill <pid>
• the service will restart and the new models should appear
