maxo annotations release

It would be good to have a combined release of the maxo ontology, the POET annotation files and the "maxolyzer" annotations (https://github.com/monarch-initiative/maxolyzer/blob/main/curation_data/maxo_hpo.tsv). Note that we need to add the maxolyzer file to the maxo repo (probably) and develop a long-term strategy for curating MAXO/HPO annotations.
