Basically, in general the overworld should see few infernal mobs. The Twilight Forest should see a few more, the nether should be quite a few, and the end might just stay where it is due to HCEE. Basically, All boss mobs should always be infernal, and a select set of mobs will be allowed to be infernal. The amount of them that become infernal can be tweaked too, considering the list of allowed mobs is shorter. Also, due to the fact that a single bad ability on a boss can ruin the experience, even for a hardcore pack, the list of abilities will be shortened to remove things like 1-UP, Rust, Sticky, etc. so that the boss fights are at least, "fair" to some degree.
Mobs that are allowed to be Infernal:
The Nether Mobs
The End Mobs
Mobs that are always infernal:
Twilight Forest Bosses
Wither
Ender Dragon
HCEE Bosses

A lot happened here today... should be more in line with #13, but probably not done yet.
- Most overworld mobs will never be infernal, only a few may become infernal (endermen, etc.).
- All Twilight Forest boss mobs should be infernal (might have missed a few) and a few select "henchmen" or dungeon mobs have a chance of being infernal as well.
- All Nether mobs can become infernal.
- All End mobs can become infernal.
- Ender Dragon will always be infernal.
- Wither will always be infernal.
