Desktop resolution 1920x1080, game resolution 1920x1080. Change aspect ratio to 4:3, change game resolution, change display mode to fullscreen windowed, press apply and you got 1920x1080 in fullscreen windowed mode. Exit from game settings and again open game settings on video tab and you got 1920x1080 in windowed mode
