Describe the bug
I have installed module "mute" and loaded in my servers.
I have tested to a user how is when i make a user mute, what for message show to user, i mean its a bug or i dont know why i have problem.

am connect als admin a irc1 server and user is connected to irc2 server, i have make /mute nick, was okay with command i can muted but user can write without problem.

admin and user with the same server i have muted its all okay.

Please provide the following information:

ubuntu 22.04 - SERVER 1
centos 7 - SERVER 2

server1 i have Unrealircd6.0.4.1
server2 i have Unrealircd 6.0.7

mIRC

Additional context
The problem is just to when admin and user they are in different servers i have this problem!
