Remove UDOT_RCE from mapserv

Summary

• Name: UDOT_RCE

We are staring to make plans for agrc/planning-queue#455 by understanding all of the services on mapserv. UDOT_RCE is a map service presumably to support the Roadway Characteristics Editor which was replaced at 10.5.1: https://enterprise.arcgis.com/en/roads-highways/10.5/get-started/what-s-new-in-esri-roads-and-highways-for-server.htm and is no longer supported. RCE was used during UDOT's transition from arcmap to arcgis pro and UDOT thinks no one is using that platform any longer.

Action items
