It's was after set up this:

Package: yandex-browser-stable
Pin: release c=classic
Pin-Priority: 1001

Install package, delete this settings and try to install this package again

If I understand correctly, this is due to the fact that I left the /etc/apt/preferences file empty, rather than deleting it.

Maybe automate its removal if it is empty and a similar error occurs?
