What if sdlf-team could create groups?

I have set up a datalake using SDLF that accomodates users from many different organisations so SSO is difficult.
There are also different "types" of users. The best way I have found to manage users is to create groups based on type e.g. analysts, data-engineers and add user accounts to them.

This works, but to do it consistently it should be done through pushing to one of the sdlf repos.

While the groups are implementation specific I have created a pull request that grants required permissions for the sdlf-team pipeline to create groups: #120
