Map and event mode cursor handling

I've got the first part of the mode switching in the editor down (draw a bold cursor on the map when in event mode), but when event mode is on, and the mouse is clicked, no new map tiles should be placed, but should have the event cursor go to the spot where the user clicked.

I don't know which version should have actual event and script handling. Maybe v0.3 or later.
