Move the list included/excluded ids and catalogue metadata fields to an external yaml or python file, with regular expression matches.

Use case from @willismonroe:

Say I write a book on a discrete corpus of texts from a collection, in
addition to publishing them in a book (with long form commentary) I could
ATF them on the CDLI, and then export my corpus as a CTS archive and point
a scaife viewer at it hosted at a custom URL (potentially provided by the
publisher).

So there should be a default filter file included with this repo, but is needs to be possible to pass a different one to cdli2cts.
