Which default 4-panel layout to use in neuroglancer #38

Neuroglancer now supports two different 4 panel layouts. We should hook up the Python JSON state generation to support both, but which should be set as the default?

The options are, new (4-panel-alt):

I'd prefer keeping the current panel layout.
