Use conda-build version 24.3

To workaround a bug found in conda-build version 24.5.0 ( conda/conda-build#5342 ), pin to conda-build version 24.3. More details in comment: #16 (comment)

Have applied a subset of re-rendering changes to make sure conda-build is correctly pinned. The rest of the re-rendering changes need PR ( #13 ) to be applied correctly. So will handle those in that subsequent PR
