Ports recent improvements from conda.deprecations to conda_build.deprecations:

Checklist - did you ...

  • Add a file to the news directory (using the template) for the next release's release notes?
  • Add / update necessary tests?
  • Add / update outdated documentation?

Wondering if we should actually move this into a conda-deprecations? Or just another deprecations library?

I've been thinking the same, if we did this I'd want to do the same with conda.testing
