Make sure it is not possible to do channel upgradability on v1 if it has a v2 channel #7685

A channel upgrade should not be possible if there is a v2 version of the channel created.

Definition of done:

No channel upgrade can be done if there exists a v2 version of the channel
A channel in the middle of an upgrade cannot be upgraded to a v2 channel
Tests cases for both scenarios
