According to this document, HEVC is not available for trial.

Additional info:
PC1 (no HEVC in Adobe CC): Windows 10 22H2 (19045.2604), Adobe Media Encoder v23
PC2 (with HEVC in Adobe CC): Windows 10 2004 (19041.1215), Adobe Media Encoder v22

All PCs above have HEVC extension installed (OEM license)
