Consider migrate Gazebo (classic) to Ignition Gazebo #20

Gazebo (Classic) is reaching EOL at 2025 (See https://discourse.ros.org/t/the-future-of-ros-simulation-2025/11538). We may want to migrate to Ignition Gazebo while this project is still in early stage.

Several issues may occur:

Plugins in Hector Quadrotor packages
MIT Racecar
