Script to plot CircleCI build times

Depends on a patch to the python circleci tool:

Run on command line like so:

CIRCLECI_API_TOKEN="" CIRCLECI_REPO_ORG="" CIRCLECI_REPO_NAME="" CIRCLECI_BRANCH="" python circletimes.py
