For the functionality "urgent contact", remove phone number from code and rather use an env variable.

Add endpoint (with tests) to retrieve expert contacts. The user need to be authenticated, exactly like the endpoint to send en email.
Add a call to that endpoint in the frontend, with the OIDC token.
