Delete DEPRed DOP auth tables

The DEPR ticket openedx/public-engineering#82 explains what is needed to remove the DOP auth tables, including checking in with Data Engineering.

The DEPR ticket itself may be closed once it is documented in the release notes, and this ticket is for implementing at 2U.

[inform] I confirmed with DE that these tables are safe to remove, but they said we could let them know when they are gone so they could do additional cleanup.

This can and should only be an SRE request:

• Copy/paste the tables from the DEPR ticket into the SRE ticket for extreme clarity (deleting the wrong tables would be very bad).
• Have SRE confirm that the last activity on all tables is >12 months old where possible
• Have SRE delete these tables, keeping Data team in the loop. (Include link to DE ticket in the SRE ticket.)
