Hide this X button next to "Try our new inventory" announcement is missing discernible text on services page.

Preconditions
Observability -> APM >Services page
Use axe-core page

Steps to reproduce

  1. Navigate to Observability->APM->services page
  2. Run axe-core through the page
  3. Notice the X (hide this) button next to "Try our new inventory is missing discernible text
