Description
Popover service, container and cloud buttons are missing discernible text on individual services overview page.

Preconditions
Observability -> APM >Services page ->click on individual service page
Use axe-core page

Steps to reproduce

  1. Navigate to Observability->APM->services->click on an individual service page
  2. Run axe-core through the page
  3. Notice the popover service, container and cloud buttons are missing discernible text
