Radixconfig can be in a branch which is not mapped to an environment. Validation stops this....

radixconfig.yaml in separate branch triggers a build/deploy but does not work as expected.

Verify how it works
Update documentation - remove config branch must be mapped to env requirement radix-public-site#421
Update web console: Misc improvements related to allow config branch not mapped in environment radix-web-console#1136 and improve gui for pipeline job creation radix-web-console#1141
- Link to new apply-config job in app creation page
- Do not show config branch as default in build-deploy when RA is not present

Solution
Changes to radixconfig in a separate branch (i.e. no env mapped to that branch) will trigger a applyconfig pipeline job
