To decide is to commit the use of a resource to support a specific action, goal or plan.
Decision includes all committed plans to not act in a specific context. For example, one could conclusively decide to not step out of the way of a speeding train, etcetera. Whether one is deciding to act or not act, decisions have significant influence on the future.
While persons often seem to react unconsciously to experience, they also often make conscious decisions to commit resources to specific actions in the near future. We also frequently decide to commit resources to sustain goals or plans over the medium to long-term future. Such goals and plans differ greatly in their adaptability to changing experience.
