A tool is a resource which is an input to a process which does not consume or fundamentally transform that resource.
Many tools require the use of other resources, such as fuel.
Many tools only work when used by agents. However, some tools can work automatically. Agents use tools to create or facilitate many abilities.
Physical tools are subject to degradation.
In most contexts, agents only consider a resource a tool if it performs a specific function predictably and reliably. Exceptions may be perceived in some activities which create art which is intentionally randomized within specific parameters.
